Program Purpose
The In-Home Healthcare Support Services program helps older adults and individuals with disabilities remain in their homes safely and with dignity. Many individuals and families do not qualify for full-time in-home care or traditional assistance programs, yet still need daily support to maintain stability and independence. This program bridges that gap by offering coordinated, non-medical assistance through trusted vendor partners to help clients maintain independence and quality of life at home.
Program Overview
Through vendor agreements with qualified service providers, The Advisory and Resource Center of Omaha connects clients and families to in-home supports that make a meaningful difference in daily life. Services are designed to reduce the risk of premature institutional care, increase safety and stability, and improve overall quality of life for clients and their loved ones.
How the Program Works:
- Vendor providers deliver non-medical, in-home support tailored to each client’s needs.
- Advisory and Resource Center staff coordinate and monitor services to ensure quality and continuity.
- Clients access services through Nebraska’s PASS (Personal Assistance Services and Supports), CHORE Services programs, or direct vendor agreements funded by program resources. Sliding fees may apply for clients who do not qualify for Medicaid-funded services.

- Families caring for elder parents or relatives who do not qualify for traditional assistance but still need reliable support to balance caregiving responsibilities.

Services Provided
Core In-Home Supports:
- Light housekeeping and laundry
- Personal care and hygiene assistance
- Errand running and shopping support
- Meal preparation assistance
- Mobility and movement support within the home
- Transportation assistance for essential needs, including medical appointments, pharmacy trips, grocery shopping, and other scheduled rides, coordinated through vendor partners
Extended Supports:
- Ongoing service for clients and families needing stability beyond short-term help
- Flexible adjustments for health changes, crises, or emergencies
- Connection to additional Advisory and Resource Center programs, including case management, financial navigation, home maintenance, and community initiatives
Vendor Partnerships
The Advisory and Resource Center of Omaha establishes vendor agreements with qualified providers to deliver in-home services. Vendor partners must:
- Demonstrate compliance with Nebraska DHHS standards for PASS and CHORE programs
- Provide reliable, consistent, and compassionate non-medical care
- Adhere to program accountability measures, including service logs, client feedback, and periodic quality reviews
- Maintain necessary certifications, insurance, and documentation required for service delivery

- Client and family satisfaction, stability outcomes, and service effectiveness are evaluated regularly to guide program improvements
